
Philippines Joins ASEAN's Growing Startup Visa Movement: A Game-Changer for Foreign Entrepreneurs

The Philippines' implementation of its Innovative Startup Act (ISA) marks a pivotal moment in Southeast Asia's race to attract global entrepreneurial talent. As ASEAN countries increasingly compete for innovative founders and investors, the Philippines' three-tier startup visa program positions the nation as a serious contender in the regional startup ecosystem, offering unprecedented opportunities for foreign entrepreneurs to establish and scale their ventures in one of Asia's fastest-growing markets.
The Philippines' Comprehensive Startup Visa Framework
Under Republic Act No. 11337, enacted in 2019, the Philippines offers three distinct startup visa categories designed to attract different segments of the entrepreneurial ecosystem. The startup owner visa targets prospective or current foreign owners of startups registered in the Philippines, while the startup employee visa facilitates the entry of foreign talent to work for Philippine-registered startups. The startup investor visa specifically caters to foreign investors looking to fund local startups or startup enablers.
These visas carry significant advantages for holders, including an initial five-year validity period with the possibility of renewal or extension for another three years. Critically, visa holders are exempted from obtaining an Alien Employment Permit (AEP) from the Department of Labor and Employment, streamlining the process for foreign entrepreneurs to begin operations immediately.
The visa program represents part of a broader Philippine Startup Development Program (PSDP) that provides comprehensive support including subsidies for business registration, expedited government processing, and grants-in-aid for research, development, and expansion projects.
